Which organisations can I complain about?
The Ministry of Social Affairs, Labour and Health (the Ministry of Social Affairs for short) has legal oversight exclusively over the social insurance institutions directly administered by the state.
These include the following providers of statutory health and long-term care insurance:
- AOK Baden-Württemberg
- BKK Groz-Beckert
- BKK Mahle
- BKK MTU
- BKK Rieker Ricosta Weisser
- BKK Schwarzwald-Baar-Heuberg
- BKK Scheufelen
As a provider of statutory accident insurance:
- Baden-Württemberg Accident Insurance Fund
As the provider of statutory pension insurance:
- German Pension Insurance Baden-Württemberg
In addition, the Ministry of Social Affairs exercises legal supervision over
- the BKK Landesverband Süd,
- the Medical Service of Baden-Württemberg and
- the Baden-Württemberg Association of Statutory Health and Dental Practitioners.
The Ministry of Social Affairs ensures that social security bodies act in accordance with the law. However, the Ministry cannot dictate to social security bodies how they should act in specific situations where they have discretionary powers. The Ministry is not an arbitration body, and within the scope of its supervisory role, it cannot compel the providers to act. The courts are responsible for the legal clarification of individual legal relationships and claims. There are prescribed procedures for this within the social security system.

Procedure
- Once you have submitted your complaint, you will receive confirmation of receipt
- Your complaint will be examined immediately.
- If necessary, the relevant social security provider will be asked to comment on your complaint. The comments and all related documents will then be reviewed. Once the review is complete, you will receive a reply setting out the outcome.
- If the matter is part of an ongoing procedure, your case will be forwarded to the relevant social security provider for processing and a decision.
